Turns out the Paypal money back promo I mentioned here, isn't showing up for everyone, just 'top buyers' (so maybe it is a test?). In any case, here's a link, so sign up and see if you can get in!

My guess would be that in this case 'top buyers' refers to those who usually pay by credit card and rarely/never by PayPal transfer or bank account. I'm in the latter group and didn't see the offer in my account today, so I used your link (thank you!) and have to await their response to see if I'm accepted. I doubt I will be, if it's pre-screened the way I'm guessing, it wouldn't be to their advantage to extend this to me.
